Explosions rock Libyan capital

Anti-aircraft fire lights up the night sky in the Libyan capital as government forces surround eastern town of Misurata.

Loud explosions have rocked the Libyan capital, Tripoli, for a third night as forces loyal to Muammar Gaddafi attempt to stop any new attack from an international military coalition enforcing a no-fly zone over the country.




Gunfire and anti-aircraft fire also lit up the sky late on Monday in and around the capital, where two large explosions could be heard about 10 minutes apart shortly after 9pm, Al Jazeera's Anita McNaught, reporting from Tripoli, said.




She said two naval bases just outside the city had reportedly been hit in the strikes.
"We could see an area of the port on fire, substantially on fire, two big blazes. We saw fire engines racing along the coastal road.




"This evening seems to have been about targeting seaborne military assets of Gaddafi's army, but also we are given to understand [there was] an attack on the airport at Sirte."

The developments came as the UN Security Council rejected a Libyan request for an emergency meeting to halt what it called "military aggression" by coalition forces three days after they began launching strikes aimed at disabling Libyan air defences The council decided instead to hold a briefing already planned for Thursday by UN secretary-general Ban Ki-moon on how the resolution that set up the zone to protect civilians in Libya is being implemented.




Despite the air strikes, forces loyal to Gaddafi have reportedly made gains and continue to fight on.

Libyan government spokesman Ibrahim said Misurata, Libya's third city 214km east of Tripoli, was "liberated three days ago" and that Gaddafi's forces were hunting "terrorist elements".




But a spokesman for opposition fighters in the city told the AFP news agency that the opposition remained in control despite an onslaught by Gaddafi loyalists, who he said opened fire with tanks and set snipers on roofs to gun down people in the streets.
"Casualties fell in their dozens," after snipers and a tank "fired on demonstrators", the spokesman said.




A medic in Misurata confirmed a death toll of 40 and said at least 300 people had been wounded.




The opposition spokesman said Gaddafi's troops "have taken up position along the main road where they have deployed three tanks, as well as positioning snipers on rooftops".
Western town bombarded
Gaddafi forces also reportedly bombarded the western town of Zintan for several hours before noon.




"Several houses have been destroyed and a mosque minaret was also brought down," Abdulrahmane Daw told the Reuters news agency by phone from the town.
"New forces were sent today to besiege the city. There are now at least 40 tanks at the foothills of the mountains near Zintan."




There was also fierce fighting further east in Ajdabiya. Opposition fighters were seen retreating in the face of an attack by government forces.
Al Jazeera's Tony Birtley, reporting from an area close to Ajdabiya, said there had been clashes outside the city.




"There's been heavy fighting and heavy shelling going on ... the rebels told me there have been heavy casualties and there are a number of corpses between here and the town [of Ajdabiya] that they have been unable to reach."




He said the road between the eastern city of Benghazi and Ajdabiya was littered with the "burned-out wreckage of what was Gaddafi's armour and tanks", destroyed in air raids by coalition forces.




Government troops retreated 100km from Benghazi, the opposition stronghold, after fierce strafing by coalition aircraft destroyed much of their armour AFP reported.

BJP woos with pledge of myriad solutions

Guwahati, March 21: The BJP today released its manifesto for next month’s Assembly elections in Assam with the promise of enacting strong laws to tackle corruption and infiltration, of opposing big dams and providing refugee status to Hindu migrants from Bangladesh.

Releasing the manifesto at Pragjyoti ITA Centre, Machkhowa, senior BJP leader Rajnath Singh sought votes for the party to unseat the ruling Congress. “Whenever the Congress has been in power, prices of essential commodities have increased because of largescale corruption and faulty economic policies of the party. If the BJP is voted to power, we promise to enact strong laws to take action against the corrupt and control the prices of edible items,” he said.

The Opposition party’s manifesto promised to provide good governance by setting up aLok Pal and use of technology to provide information under the RTI Act. It also pledged to set up a special investigation group to probe the multi-crore rupee scams in the state.

The BJP also played the election card by promising measures to stop infiltration from Bangladesh and detect and deport illegal Muslim migrants by updating the National Registrar of Citizens (NRC).

“The BJP considers the Muslims who entered the state illegally from Bangladesh after 1971 as infiltrators and the Hindus as refugees because the Hindus left that country and took refuge in the state because of the immense harassment meted out to them there,” Singh said in an apparent bid to woo the votes of Hindu migrants, who have been demanding a refugee status. “We will provide security to the refugees and put pressure on the Centre to equally distribute them in the country,” he added.

The party, which is fielding candidates in all the 126 constituencies, promised to vigorously protest against the construction of big dams.

The BJP also promised to initiate talks with any rebel group to establish peace and security. It, however, made no mention of the ongoing peace process with Ulfa.

The party promised employment, decentralisation of power, world class infrastructure, development of indigenous and tea tribes, welfare measures for genuine minorities, solution to floods and erosion, schemes for environment, agriculture, industry, health and education, land for the landless, development of sports and culture, welfare schemes for women and journalists and measures to tackle human trafficking.

Singh promised to put pressure on the Centre to take up the issue of the reported construction of a dam in south China to divert the Brahmaputra if the BJP was voted to power in the state.

He expressed confidence that the BJP would come to power and form the government on its own.

Didi’s day-by-day Bengal blueprint - Mamata drops candidates from list

Calcutta, March 21: Mamata Banerjee today dropped some candidates from her list for the Assembly polls.

Those dropped include Tarak Banerjee (Entally), Partha Pratim Das (Khejuri) and Mohua Moitra (Jalangi).

Tarak has been replaced by Swarnakamal Saha, the president of the Bengal Bus Syndicate. Tarak had said yesterday that he would not contest the Entally seat.

Trinamul sources said Mamata was “angry” with him for “breaking party discipline”.

Saha had not been named in the list of 228 candidates Mamata announced on Friday as his Bowbazar seat no longer exists.

Das, the Trinamul candidate from Khejuri, was dropped as he had been arrested the night before the list was announced. He has been accused in seven cases, including murder. Ranjit Mandal has replaced Das.

Das’s wife Lipika said district Trinamul leaders had informed her about the decision.

“I went to the office of the sub-divisional officer and came to know that any one can contest elections unless he or she is convicted in a criminal case. My husband has only been arrested, not convicted. This is a conspiracy against my husband and Mamata has insulted him,” Lipika said.

Mohua, the Trinamul candidate from Jalangi, has had to make way for Idrish Ali.

Ali was the Trinamul candidate from Canning (East) but the party today gave the seat to the Congress.

Doctor quit bid thickens Batcha plot

Chennai, March 21: The mystery over the death of A. Raja associate A.M. Sadhick Batcha simmered some more today with the doctor who conducted the post-mortem announcing his resignation from government service.

The Tamil Nadu government, though, was quick to reject Dr V. Dekal’s resignation citing a shortage of experienced forensic specialists.

Dr Dekal, 48, a forensic surgeon at the Government Hospital in Royapettah, told reporters his resignation had nothing to do with Batcha’s death on March 16. He said he had put in his papers on March 3 citing his decision to contest the April 13 Assembly elections as an Independent — a claim borne out by this paper’s enquiries.

The doctor added that since he had not been relieved, he was continuing in his job and had performed the autopsy on Batcha.

Police sources said Dr Dekal, who had indicated the final autopsy report might come out in a fortnight, was under pressure to go slow so that the results would be out only after the elections.

A health official alleged that Dr Dekal had “used (his desire to contest) the election as an excuse” to speed up his discharge from service, which normally takes at least three months. “In reality, he plans to move to a private medical college as a teacher.”

Dr Dekal denied he was running away from the case. He said any doctor who had conducted an autopsy was responsible for a case till it was wrapped up.

“Till my death, I am responsible and will do my duty and will appear in court whenever required,” he said.

Batcha, 44, was found hanging at his home in Chennai less than two hours before he was to fly to Delhi to appear for CBI questioning in the 2G row. Dr Dekal had conducted the autopsy on Thursday and pronounced that the preliminary findings showed he had died of asphyxia. clothes worn at the time of death,” a senior pathologist said.

“This is not the correct procedure. A body has to be sent for autopsy in the clothes worn at the time of death,” a senior pathologist said.

“There was no need to detain the body at Apollo for more than an hour or to repack it. It is possible the body was cleaned, removing crucial body fluids secreted during death.”

Also, DMK chief and Tamil Nadu chief minister’s wife and daughter, who were recently quizzed, too, may be included as accused by the CBI, he told reporters in Chennai.

Meanwhile, the CBI has refused to comment on the allegations. “There is nothing we have to say at the moment,” a senior CBI official said.

Adopting a cautious approach, even BJP decided not to react. A senior BJP leader said the party will not react at this juncture. “It can be true. But we will have to verify the veracity of the allegations,” the leader said.

The duo decided to sell spectrum at 2001 prices, causing huge loss to the government. Moreover, Chidambaram did not inform the prime minister about the decision till 2008,” Swamy said.

	A Former trained Communist Leader who joined Muslim League in 1987, K.N.A. Khader is a well known orator in Kerala. He was MLA (2001-06) from Kondotty constituency representing Muslim League.
P.K. Basheer (Constituency: Ernad)
	P. K. Basheer, is a Promising politician who always stood with the common people. A Hero for Muslim League workers, he was at the forefront to fight it out the conspiracy of LDF Government to book innocent Muslim League workers misusing an unfortunate incident happened in Malappuram District. Ignoring the consequences, Basheer stood with them and dared the authorities to take action against innocent Party workers and warned them to prepare for the consequences. When P. K. Born on 25th August 1959 at Edavanna as the son of Muslim League leader and former Chief whip of the Party in Kerala Legislative Assembly to Late P. Seethi Hajee and Pathummakutty Hajjumma. P K. Basheer was Elected as school Leader when he was a student in Edavanna U.P. School. Entering politics through MSF, student wing of Muslim League he was elected as the President of Edavanna Service Bank when he was only 23.
In 1988 he was elected to the Edavanna Panchayat and became its President. In 1995 he fought the Panchayat election from a rival stronghold ward and won the election surprising everybody. He won District Panchayat Election in the year 2001 from Kuzhimanna Division by thumbing majority. Basheer, who is the President of Manjeri PCC Marketing Society, is also associating with many Prestigious Educational institutions and he is the General Secretary of Ernad Muslim Educational Association. C. Moyinkutty (Constituency: Thiruvambadi)
	An eloquent and skilled public speaker C. Moyinkutty is a leader in every aspect. Born to P. C. Ahamedkutty Hajee of Thamarasseri and Kunji Ummacha Umma on 23rd August 1943, he entered politics through IUML’s frontal organization M.S.F. He was arrested and jailed for his participation in the “Vimochana Samaram” –Liberation Struggle against first communist Government in Kerala- when he was only 14 year old student in Kunnamangalam Government High School. An unwavering and brave leader who never compromised his principles, C. Moyinkutty with his unquestionable integrity has become popular from a very young age. Considering his impartial credence, people from all shades of life approach him to mediate and settle their disputes including family disputes and property disputes. His decision is always acceptable to all. He was President of Kozhikode Taluk Muslim Youth League and Taluk Secretary of Muslim League.
Moyinkutty was an elected member in Thamarassery Panchayat and was the President of the Panchayat for three terms. He was also elected to Kozhikode District Council from Narikkuni Division. He was the State President of Muslim Youth League, a frontal organization of then AIML, a split away group which later merged with the IUML. After the merger he became State General Secretary of the Muslim Youth League. Moyinkutty was elected twice to Kerala Legislative Assembly from Koduvally (1996 -2001) and Thiruvambadi (2001 -2006). Born to Late Poolakkanni Ahammed Kutty Master and Kalayath Sainaba at Anakkayam on 31st January 1960 Ubaidulla entered in to politics through IUML’s frontal organization MSF. He was Anakkayam Unit secretary. He also held many positions in MSF. He was Secretary of Ernad Taluk MSF. An able organizer Ubaidulla became popular among youths and became known youth leader in Malappuram District. He was General Secretary of District Muslim Youth League. From 1991to 1995 he was an elected member of Malappuram District Council representing Malappuram Division. In 1995 he was elected to District Panchayat from Kottakkal Division and in 2000 election from Kuruva Division. Now he is the President of Malappuram Constituency Muslim League and State Working Committee Member of the Party.
An Employee of Malappuram District Co-operative Bank Ubaidulla is also a recognized trade union leader. State President, Co-operative Employees Organization, District President, Government Seed Farm workers Union, President, District Co-operative Hospital Employees Union are some of the important positions he is holding at trade union level.

	Manjalamkuzhi Ali, who joined Muslim League recently was an independent MLA backed by the CPI (M) in Kerala Assembly from Mankada Constituency. Twice he represented Mankada in the State Assembly. He resigned his M.L.A.ship and joined Muslim League with his followers. His decision to severe the ties with left front was taken due to the insults from the C.P.M. and its leaders. His Company produced 25 films which includes hit films like ‘The King’, ‘Oru Abibhashakante Case Diary’ etc. Ali served Kerala State Film development Corporation as a director from 1996 to 2001 and he was chairman of Mahakavi Moyinkutty Vaidyar smaraka Samithi from 1997-2001. He was also a director of Kairali TV run by CPM. Using Ali’s influence and popularity among the people, C.P.M. was trying to defeat Muslim League. But his resignation from the Assembly to join Muslim League, and Muslim League’s decision to field him as a candidate against L.D.F. is a big blow to C.P.M.Wife: A.P.M. C. Mammutty (Constituency: Tirur)
	A Dynamic leader with vision, courage and innovative ideas, C. Mammutty is a pious politician with outstanding qualities. Born to Chakkara Ibrahim Haji of Kellur and Fathima on 10th February 1960, C. Mammutty entered politics through M.S.F., the students’ wing of Muslim League. He was General Secretary of Kellur unit M.S.F. in 1971. Mammutty held many positions in M.S.F. at Taluk and District levels and became its State President in 1985. As a popular student leader he was elected as Union Councilor in 1980 from Farook College to the Calicut University and became General Secretary of the University Union. He also served as the General Secretary of State M.S.F. A Graduate from Farook college, Mammutty completed his M. A. course from M.E. S. College, Ponnani and LLB course from Thiruvananthapuram Law academy. In 1988, he became the State General Secretary of Muslim Youth League and it was during this period the historic “Yuvajana Yathra” led by Muslim Youth League State President Dr. M. K. Muneer was conducted.
Yuvajana Yathra, a walking march from Kasargod to Thiruvananthapuram covering all districts of Kerala was a historic event with the massive participation of youths, and Mammutty’s organizing skills was evident in the success of the Yathra. He was elected to Kerala Legislative Assembly from Koduvally Constituency (2001-2006). Now he is the General Secretary of Wayanad District Muslim League committee.Wife: Laila. 	He was the Muslim League candidate in Thiruvambadi bye- election held in December 2006. It was an unsuccessful contest, but he performed well in the by-poll. The bye election was necessitated due to the death of CPM MLA Mathai Chacko who won the seat in the last General Elections by a margin of 5479 votes. In the bye-election, CPM won the seat, but their margin was a mere 246 votes! Despite CPM and their Government misused all machineries to influence the people, Ummer Master gave them a tough fight and reduced their margin significantly. Born to Chekku Haji and Ayisha Hajjumma in Thachampoyil on 23rd November 1956, Ummer Master entered politics through M.S.F. He was the President of Kozhikode District Muslim Youth league. A former President of Nadapuram Constituency Muslim Youth League, Sooppy later became the General Secretary of Constituency Muslim League. He contested many local body elections and got elected. He was the President of Kunnummal Block Panchayat. As an able Panchayat President for many years, a position he is still holding, Sooppy Narikkatteri received Best Panchayat Award 7 times from Central and state Governments. Althaf Hussain (Constituency: Harbour)
	A Diploma holder in Mechanical Engineering, Althaf Hussain, known as Tirupur Althaf is the son of famous yester year leader of IUML Tirupur Moideen Ex. M.L.A.
